Infocomm Development Authority of Singapore (IDA, Infocomm Development Authority of Singapore) is the statutory body responsible for information and communication management.

iDA's management of the use of telecommunications products is mainly based on the technical specifications formulated by iDA. All telecommunications equipment that needs to be sold or used in Singapore must apply for iDA

Singapore IDA certification

Approval before import:

After April 15, 2010, with the exception of the banned telecommunications equipment or other equipment specified by IDA, the import of other telecommunications equipment does not require approval before the import.

Scan receiver

Military communications equipment;

Telephone voice change equipment;

Radio communication jamming equipment used in any frequency band;

It is used for radio communication equipment (such as cordless phones) in the frequency range of 890MHz-915MHz to 935MHz-960MHz, but does not include cellular mobile phones or other equipment approved by regulatory agencies.


Import procedures for telecommunications equipment:

Importers should ensure that the imported equipment complies with relevant IDA technical specifications, such as line terminal equipment standards or radio communication equipment standards.

If the imported equipment is intended for sale or lease, the importer should apply/register for a suitable distributor license.

Products should be registered with IDA before selling or renting.

In addition to the exempted products, a license is also required to operate radio communication equipment in Singapore. For the list of exempted products, please refer to the "Telecom (Exemption in Section 33/34(1)(b) and (35)) Notice".


Reseller license:

Dealer-level license (DC): allows the holder to trade/sell registered equipment or telecommunications equipment that does not require approval according to the first schedule of the Telecommunications (Dealer) Regulations (e.g., telephones, cellular Identification equipment, fax transceiver, etc.).

Distributor Individual License (DI): Allows the holder to trade/sell unregistered equipment (for export only) in addition to the above-mentioned products. From April 15, 2010, the validity period of the DI license has been extended from 1 year to 5 years.

Application requirements

Equipment registration plan:

(a) Enhanced Simplified Equipment Registration (ESER) (implemented in 2007)

     Applicable to complex multi-line equipment or short-distance equipment/low-power ISM band equipment (for a detailed list, see Appendix B, Table B.1 of the "Guide to Registration of Telecommunications Equipment"). Including PABX, TKS, ISDN devices, DECT phones, WLAN, Bluetooth devices, RFID, wireless microphones, and radio monitoring, remote control and telemetry equipment, etc.


(b) Simplified Equipment Registration (SER)

     Cellular (2G/3G/GMPCS) mobile terminal and broadband access equipment (ADSL and cable modem)


(c) General Equipment Registration (GER)

     Any type of equipment involved in Table B.1 of Appendix B of the "Guide to Registration of Telecommunications Equipment", as well as (mandatory) land mobile radio receivers, mobile base stations, UWB and WBA equipment and short-range equipment that require an IDA license
